This is the one situation where a single recommendation cannot be right, because neighbour noise is two different problems that arrive by two different routes and need opposite answers.
The Thing That Works Best Is Not Acoustic

If that fails, escalate before you renovate. A landlord, a letting agent, a managing agent, or a local authority environmental health team will usually have a route for this, and tenancy agreements and leases commonly contain terms about noise. The specifics vary by country and nothing dependable can be said here beyond this: that route exists in most places and it is free, while acoustic work is not.

Does it get much louder at one particular wall? Put your ear near the shared wall, then near the middle of the room, then near the opposite wall. Airborne sound through a wall is clearly loudest at the wall. Structure-borne sound tends to be more even across the room, because the whole floor or ceiling is radiating it rather than one surface.
Does closing something change it? Shut the internal door, close a trickle vent, block the gap under the door with a rolled towel. A noticeable change means air paths are carrying a meaningful part of it, and sealing is worth doing. No change at all points to the structure.
Can you make out words, or only a rhythm? If you can nearly follow a conversation, that is airborne and it is in the speech band. If you get the thump of a bass line but never the tune, that is the structure, and the tune is being filtered out on its way to you.
Is it worse in a room that does not touch them? This one surprises people. Structure-borne sound can travel through a building frame and re-radiate in a room that shares no wall, floor or ceiling with the source. If a noise is loudest in a room that ought to be furthest from it, stop looking for a gap. There is not one.
Why Footfall From Above Defeats Almost Everything
Noisy upstairs neighbours are the hardest version of this problem, and it is worth knowing why before you spend money, because most of the products marketed at it cannot work.
Footfall is impact noise, which skips the air entirely. A heel striking a floor puts energy straight into the structure. There is no airborne stage for a seal or a barrier to intercept. Your ceiling then behaves as a large panel radiating that energy into your room — it is, functionally, a loudspeaker, and it is on your side of the building.
Which means measures on your side mostly fail. Acoustic foam on the ceiling does nothing at all: foam is an absorber, designed to reduce reflections within a room, and this is a transmission problem, not a reflection problem. A great many people buy foam for this and it is money spent on the wrong physics. Mass added to the underside of a ceiling helps a little and is a serious construction job. What actually works is decoupling — building an independent ceiling that does not touch the structure above — which is expensive, loses you head height, and is usually impossible in a rented flat.
What works best is on their side, and it is cheap. A rug or carpet with underlay in the room above removes a large part of impact noise at the source, because it stops the energy entering the structure in the first place. So does soft footwear. This is why the first section of this page is about talking to them: the effective fix costs them very little and costs you nothing, and no amount of work on your ceiling gets close to it.
And masking handles it reasonably well. Footfall arrives low-frequency, so brown noise is well matched to it. What masking struggles with is that footsteps are events rather than a steady sound — each one rises out of the background, which is exactly the case masking is weakest against. Expect it to take the edge off rather than to remove them.
Setting the Masking Up
Pick the colour from the diagnosis, not from preference. Structure-borne — bass, footfall, doors, appliances — use brown. Airborne speech and television, use white or green. If you have both, which is common in a flat, favour the one that wakes you more often, or use pink as a compromise and accept that it is a compromise.

Use a speaker that suits the colour. Brown noise needs a real bass driver, because a phone speaker cannot move air low enough to produce the part that does the masking. Place it near you, not near the wall. The instinct is to aim the sound at the source of the problem. What Else Is Worth Doing, and What Is Not
Worth doing: seal the air paths, if the noise is airborne. A gap under a door, a shared extractor duct, back-to-back electrical sockets in a party wall, a letterbox, cabling holes. Sound takes the easiest route and one opening undoes a great deal of solid wall. This is cheap and it is the highest return available against voices and television.
Worth doing: move the bed. Getting your head away from a party wall, and putting a full bookcase or a wardrobe against it, is free and does more than most purchases. Mass against the wall helps; an empty room does not.
Worth doing: earplugs, for the airborne half. Passive attenuation is strongest at high frequencies, which is exactly where speech lives, so earplugs are genuinely good against a talking neighbour. They are poor against bass and footfall, for the same reason in reverse. Earplugs plus brown noise covers both halves, which is the strongest combination available without building work.
Not worth doing: acoustic foam. It is an absorber. It reduces reflections inside a room and does essentially nothing to sound arriving from another one. It is sold heavily for this purpose and it is the wrong product. If you have already bought some, that is a common mistake and not an obvious one.

Worth knowing before you spend: this is the reverse of the traffic case. With a road outside, the building is your ally and improving the weakest element genuinely helps. With neighbours, the building is the thing carrying the sound to you, and there is far less you can do from inside your own flat.
What This Will Not Do
It will not fix impact noise from above. Masking softens footfall and does not remove it, and no measure on your side of the ceiling works well. The fix is a rug in their flat, which is why the conversation matters more than the equipment.
It will not reduce your exposure. Masking raises the background rather than lowering the intrusion, so the total sound in your room goes up. That is an acceptable trade for sleeping through something, and it is not the same as living somewhere quieter.
It will not handle sudden events well. A door slammed at two in the morning rises far above any sensible masking level, and abrupt sounds are the ones hearing is most alert to.
